I don't think HF21 has been implemented yet. It's been released to the test server for testing, but it isn't Live on the main server.

The price of STEEM has gone down quite a bit lately. For me, it was a buying opportunity. I added a bit more to my SP. I'm not too worried about the lower rewards I get for my daily posts because I am not selling at these prices anyway. I do think Steem will be going up again but I'm not sure when. Hopefully this Summer!

Also, when the price of Steem goes down, they change the balance of our rewards so that we get less of it in SBD and more of it in Steem. That might be another reason you see less SBD coming to you. But the percentage of our rewards in Steem Power stays the same, and that is how we build up our voting power and influence over time. It's a bit complex and confusing, but this is all done to try to keep SBD stable, always worth close to one US dollar.
