The environment have a lot to do with what is going on and this same thing plays out in people's lifestyle. Now, whenever such people switch to a different place, the culture shock is usually visible.

Government will always cook up things which are of interest to them and they will highlight it as something of public interest. It have always been that way since time immemorial.

What people have learned over here is to not depend on Government for anything. Yeah, they would really want Government to step up and do what is required in their position, but even if they fail to do so (and they always fail), people still go on to do what is best for their survival.

Some end up losing themselves in their attempt to survive.
