at least the people are doing what they can. We also ran out of shelter space years ago and don't have the resources to make more of it. This isn't necessarily the correct answer either because it just encourages people to be irresponsible because someone else is going to take care of it. Sterilization is of the utmost importance and if people keep working at it, the problem will start to be less over the years.
