one problem is that cryptocurrencies are an easy way to send money abroad. China doesn't allow capital flight from the country freely. a more far-fetched idea is that they may be looking to find a replacement for the dollar and CNY is their first choice. They don't want any other idea to succeed, that looks like better money, at least in China.
