This is a huge problem with no easy answers unless you have the time and resources to go after these people. A few will do it out of ignorance thinking the Internet is a free for all. But most know what they are doing and are out to make a quick buck from someone else's work.

I think stealing articles may possibly have been worse when Adsense first came out. People were scraping articles from across the Internet to fill their many Adsense sites, that was until Google cracked down.

I guess that's the world we live in and to some extent that's the risk we take whenever we put content online. The best we can do is to try and get it taken down when possible. But if you have a lot of content online it would probably take up too much time.

I put music and images on Pixabay which are free for anyone to use for whatever reason. Even though content on Pixabay can be used for anything, I have often seen people on their forums complaining because someone has used their material (usually music) and claimed the copyright. All the stuff I post there has been created using AI programs and only takes a bit of time editing so I don't even check to see if anything has been pinched.
