Luxembourg flags crypto companies as high risk for money laundering

Luxembourg’s 2025 National Risk Assessment (NRA) has officially labeled cryptocurrency firms—especially Virtual Asset Service Providers (VASPs)—as “high-risk” entities for money laundering and terrorist financing.

The report highlights several factors contributing to this classification, such as:

• large and rapid transaction flows make monitoring difficult.
• VASPs serve clients across multiple jurisdictions, complicating oversight.
• Digital assets can be transferred with minimal regulatory oversight, increasing the risk of illicit flows.
• Some firms use convoluted corporate arrangements, hindering transparency.
• Instances of inadequate application of anti-money laundering (AML) rules, poor customer due diligence, and insufficient transaction monitoring have been identified.

The report builds on previous assessments, noting that the risks associated with crypto assets have been considered “very high” since 2022 due to their internet-based and cross-border characteristics.

Luxembourg’s regulatory authorities, such as the Commission de Surveillance du Secteur Financier (CSSF), are increasing oversight, with expectations for more stringent compliance checks and enhanced monitoring of VASPs.

This classification is expected to shape policy priorities and resource allocation in Luxembourg’s fight against financial crime and will influence the country’s implementation of the upcoming EU Markets in Crypto-Assets (MiCA) regulation.
