40% of the total power is controlled by the accounts having POB power above 25000. There are only 5 accounts having more than 25000 POB power. In order for any proposal to be accepted 51% of the community voting power is required. These 5 accounts are in position to turn the tables. If these 5 accounts are convinced then any proposal would pass through.

If only the vote is taken into account and not the amount of POB power the user has I think this problem can be avoided. And, for example, requiring a minimum POB power for your vote to be taken into account may help to having fewer accounts with zero POB power.
