The problem is that humans most times are being lead by greed. This makes them abuse systems. Spammers may be downvoted but what of fake news? How can you ascertain that a news is fake at the early stage? . Again when downvotes are enabled in social media platforms, you will certainly meet situations where an article was downvoted simply because the downvoter does not agree with the writer's perspective.

In the end, it all boils down to individual filtering the information available to them. Governance has been introduced into decentralized platforms just to have a system that collectively controls how things work but sometimes it doesn't turn up well for the platform.
