You're right, but a lot of these countries don't even have audits and the ones that have protects a lot of these criminals in government. There's was a criminal in the Nigerian government that stole billions in dollars in the 1960s, and it was decades later that the crime was uncovered after he was dead. But, his grandkids kept the money cuz he was smart to hide it in offshore accounts and nobody could trace it.
