That's a decent idea. I would think the proof of work done is why there hasn't been accountability. If there was thorough accountability I guess some of these projects might not even survive the second stage of funding and hence they'll not be fully funded.

Over 2 years, a lot of projects received a lot of money, but if they had not received it, little would have changed for you and me, but the money would have been intact.

This is correct, it wouldn't do any of us any advantage, but I think in general it'll do the network a lot of advantages which for me, is a collective win for all of us.
