This is not likely to be the case. Which is why this downvote pool is such a terrible idea. Instead of trying to reward content more "fairly" we need to be figuring out how to create more demand

I think the fact that bitcoin hasn't been updated/upgraded much is one of the reasons people trust it. If it was easy to change the protocol I would imagine investors wouldn't trust it as much.
