Ah yes, when North America was denied 2D games, and RPGs in the era of the Sony Playstation and Sega Saturn.
Once upon a time a business man named Bernie Stolar worked for Sony Computer Entertainment America...

And Sony just released the amazing Sony Playstation, a console developed due to Sony's experience with making games for the Sega CD, and developing cancelled add-ons for the Super Nintendo, this led them to make an impressive console, it would be a great time for Sony, and not so great for their corporate competitors that underestimated them...
Sadly the jack-ass Bernie Stolar felt that RPGs wouldn't be enjoyed by the North American audience, and seemed to dismiss 2D games, becuase 2D wouldn't win any absurd console war pissing contests on who had better processing powers...
Then old jack-ass Stolar left Sony of America, and around this time Sega of America's previous president had just left Sega, Sega Enterprises seemed to think hiring Bernie Stolar would be a good idea... probably seemed like a great idea, after all he over saw the Playstation in America, and it did great.
Turned out the Playstation might have been too good to fail, but it sure wasn't Stolar that made it good.
Stolar came to Sega disappointing many of us who wanted more 2D games, and RPGs making it harder to get those games released on the Sega Saturn...
2D games and some great Japanese RPGs were some of the Saturn's strong points, and this jackass inhibited them being released in North America.

Bernie Stolar even managed to fuck up the long standing relationship between Sega and Working Designs.
Sega Enterprise hired him to take care of the Sega Saturn, and he took care of it, by screwing it up, and then by euthanizing it, when he announced at the 1997 E3 that "Saturn is not our future" pissing off developers thinking that Sega Enterprises was ready to kill off and replace this relatively new console if they were planning to make games for this console, there wasn't much reason to do it now, making games for an almost dead console wasn't going to be very profitable... Although he contributed to rushed development of the Dreamcast, and the Dreamcast was an outright amazing console, he ruined the Saturn, and nearly destroyed Sega.
It wasn't Sega Enterprises plan to not have any new Saturn games on the shelf for much of 1998 and 1999...
Sega Enteprises had disappointed the previous president of Sega of America, and disappointed the world when they had the Sega Genesis / Mega Drive phased out early to push all support behind the Saturn. The Saturn was very successful in Japan, while the rest of the world the Genesis was doing better, and still wanted more Sega Genesis content.
Phasing out the Genesis for the Saturn was going to happen eventually anyway, but Sega Enterprises was very dedicated to the Saturn, so they were not happy to have this undermine them, worst of all they already had phased out nearly everything that wasn't the Saturn at this point, and Stolar pretty much killed the Saturn globally with his claim that the Saturn wasn't in Sega's future.
Around the time the Dreamcast was released in 1999, Stolar was fired and due to this contract with Sega he received a $5,000,000.00 severance package, it was probably worth every penny to get rid of him.
To this day there are a litany of 2D games and RPGs fans wish had been released on the Saturn, luckily import converting is easy on the Saturn, unfortunately for the RPGs a translation would be very helpful to make them playable.
