It's true that if you're willing to start working on internet you either go to the hubs where people get hired because of their software developing skills or start something new from scratch... If I had to start from scratch the main concern would be to gather as many reliable sources of information as possible, then I would take my time to got o some shops and make some deals with the shop owners with some advertising/referral based program... Something like this, you go to service provider, say a mechanic for cars and you tell him that you will drive customers towards his business... You offer him a per customer volume deal offer and sign a contract... You can repeat with the key services you know many people will need after the lockdown in your district and have some portfolio of clients...
Now how to drive people there, before reaching the shop owners you have to spot were locked down people is on this huge spare time period, no mater what people preferences are they all have the same basic needs. Thus I suggest you to ellaborate some kind of roadmap that would let you write down what are the concrete milestones you need to achieve in order to make something like this doable...
I used to work as a community manager, having large audiences gathered around some kind of content they like is not that hard (at least hear in the western countries). I really got bored of it because I prefer to deal with other kind of jobs (I'm a chemist after all, science is really what I would love to be investing my time into, but being a scientist is not a wise financial decision in my country... It's better to do international commerce which is what I'm doing right now lol).
However, if this coronavirus crisis keeps going on I would swallow my preferences and do whatever it's needed to get enough money form my little kid and the rest of my family. Hopefully we have better times ahead my friend.
