Welcome, is still pretty passive even the city has grown. Some players have alts to balance their cards but now there is a luxury tax trying to discourage homeless & immigrants dumping. It'll be tricky to balance unemployment & population growth. Maybe getting some citizen cards from used market can help since they are cheaper than a random drawn card from @dcitycard.
