A regular apron is just a panel with two ties on the side. A split leg apron will cover pants, so there are two ties for each leg if you are wearing trousers. I usually wear pants to keep the clay from getting all over my clothing. You have to straddle the pottery wheel and the covering for each leg allows you to do that and still keep your clothes clean.
