Oh yes @janton, the traffic is terrible, on a good day.
Not only that, there are continual and more and more frequent failures of the sewer system, with raw sewage spilling out, sometimes directly into the watershed, sometimes into peoples yards.
There are regular(well frequent) failures of the pumps, so that whole sections of the city will be on "Boil Water alerts" for hours or days.
I believe other cities have similar projects, I actually think ours is called the "Beltline"

It is all pedestrian/bicycles, green spaces and parks.
There are places where art is displayed along so you can view as you walk,
places where food vendors can set up etc...
