Concerning the reputation I think every user starts with a low reputation, and as long as I cannot recognize any plagiarism or spam I act according to the motto: "when in doubt, for the accused" instead to put every new user under general suspicion.
I know we have a huge problem with spammers and plagiarists but on the other hand in my opinion it also has a very bad impact on the reputation of HIVE to attack new users in case it finally turns out they are innocent.

I suggest that you just downvote detected plagiarists in my community and let me know about it (like in this new case) so that I can mute them accordingly (for me myself it is partly very difficult to judge if someone plagiarizes or simply is making great photos).
