I don't know yet why she was stopped where she was, but as far as I can tell, ICE does not have jurisdiction to enforce traffic infractions anyway. The killer approached her and circled her car while recording her on his cell phone, so it would appear he was attempting some sort of intimidation tactic from the get-go. Everything ICE did was intended to escalate tension.
