I'm not Sofa, but yeah, sounds fine to me. Cartels and street gangs are largely a consequence of government, not something government is needed to restrain. An armed populace won't be likely to tolerate mafia racketeering or gang violence for long. That is why governments hate guns in the hands of their subjects, after all.
