Found it on Wikipedia, of all places, gave up trying to look for it on the "official" government sites, felt like I was being given a run around.
https://en.wikipedia.org/wiki/1946_Australian_referendum_(Social_Services)
"(xxiiiA) the provision of maternity allowances, widows' pensions, child endowment, unemployment, pharmaceutical, sickness and hospital benefits, medical and dental services (but not so as to authorize any form of civil conscription), benefits to students and family allowances;"
Clearly states:
"but not so as to authorize any form of civil conscription"
Which is made all tooooooo clear by the fact that it had to be definitive and included into the actual text of The Australian Constitution.
I mean, idk how much clearer it can really get than this. So maybe it is time for us the people to hold the pollies accountable for their BS in ref. to the extortion, blackmail and abuse of power when it comes to injecting drugs into the bodies of Australian Citizens.
Looks like the link doesn't want to work on the chain, so here is a snapshot
