On Steem in the past if Ned didn't like something, like for example idk. a poker or sports related site to be on Steem, it couldn't happen.

Now it is JS instead of Ned. Same shit different bucket.

On Hive, anyone can do that and there is no Ned or JS to stop them.

Likewise, if a sidechain is built by anyone, it falls under the same scenario as above.

Then to further add to that, the HDF (DAO on Steem) is dependent on votes, it is up to each and every person or company submitting a proposal to market their proposal.

Yes, it is true that some people do know each other, as they spend many days working on issues that are Hive related. People that work together actually build relationships and trust. That is all normal and no process out there in this world that is dependent on human beings can be immune to human nature and human behavior that you described.
