Decentralization of all the "powers" is a good thing.

But for this to work, we need patriots who are 100% loyal to the good of the people (nation) in the State.

if we have money hungry creeps like those we see all too often, then it is bound to fail, the irony is in the fact that it is all those idiots who support so called commie/socialist policies that are all about the money. They want it all, but without the effort to make it happen.

So leeches within are the biggest threat to decentralization and freedom.
