What's the deal with Bots?

I just read an illuminating post by qed@qed:
https://steemit.com/blockchain/@qed/the-bot-problem

In it he discusses the ethics of widespread bot usage on steemit.
He mentions how the widespread actions of bots on the network take away value from REAL humans using the site. This is especially true for bots which masquerade as humans and post useless "welcome to steemit" type comments for every single post on introduceyourself and elsewhere...

I agree with his analysis, however, I'm curious whether or not there is anything we could do to stop "bad" bots while allowing for "good" bots like qed@qed's blockchain info bot or tippy@tippy!

I saw somebody post a suggestion about requiring captchas for posting on steemit, but that would be hard to actually implement and would probably require centralization which, in my mind, defeats the purpose of steem. Also it wouldn't allow for "good" bots, which I feel is a real problem.

I have a proposal though...What if we allow for easy creation of dedicated bot accounts, but distinguishing them from human accounts and initially delegate nothing to them. Since they would be distinguished from regular accounts, we could severely flag-into-the-ground any bot accounts which claim to be humans doing human things!

What do you think?
