it certainly seems that way. In Pattaya for sure but this is because of sex tourism. I 'm sure there is some sort of very high end sex tourism but the street level stuff we see in major hotspots in Thailand is definitely not high end. It's scummy and yes, low class people are going to be the customers in places like this because high class people wouldn't want to be so much as seen in a place like that.
