How can pob go about having a physical usecase? without real identity verification and centralization?

If there is no real identity,there would be a lot of scam except there is a centralized system trusted and invented by proofofbrain itself like how binance do p2p
that will serve as the third party body. If the goods is not confirmed,there won't be any confirmed transaction
