Add Menu "Layer Effects" in the application Gimp

GIMP has various capabilities. unfortunately this application lacks "Layer Effect" here is a constraint for users of this application, there may be from users of this application who want to edit photos with various style effects, so with the Menu "Layer Effect" is very helpful to the application users in creating an extraordinary effect of the combination various effect styles in Menu layer effect like in other photo editing.
