Something you've gotten wrong here is that fact that smaller weighted votes use less vote mana, if I went and voted 2 users at 50% rather than 1 at 100% I'd effectively receive the same amount in curation rewards either way and use the same amount of vote mana in both cases.

a vote at 50% weight should use exactly 1% of vote mana, 100% uses 2%.
