IMHO an authoritarian bureaucracy is really just an early form of artificial intelligence.

A bureaucracy is essentially a man-made construct that regulates the activities of the people.

An AI is a machine that can track the movements of people more close and make decisions fasters, but it still a machine created to control people.

I am not sure about your tie in between AI and Blockchain.

A blockchain is really just a data structure. Artificial intelligence is a program which would be independent of the data structure used.
