"Cutting someone dead" is not actually doing anything to kill them. It's rapidly and rudely dismissing them as if they no longer exist, out of pure spite.

The whole action involves turning the head away from facing them and pretending they are beneath one's notice. Usually with a dismissive 'harrumph'.
