Sounds like a good instructor.
Bullying as it exists is nigh-impossible to police because educators are (a) outnumbered by their pupils, (b) humans who need a break too, and, (c) capable of prejudice.
Honestly, if I wanted to wipe out bullying, I would teach the little/weak self-defense and instill a set of moral values like our friend Ji. That would take care of the physical abuse inside of a year or two[up to five for the slow learners]. As for the verbal/emotional... I would hope the moral values would assist, but there's always a few.
I would teach understanding. Seeing things from others' perspectives, learning not to judge too harshly because of colour/creed/social status. It'd be a rough road for sure and not easily re-paved, so to speak.
