The ICO participants are geographically identifiable by their IP addresses and the filtering list which limits the use of VPNs and the TOR network.
This update avoids the contributions of a particular geographic part for legal or regulatory reasons. Regulation sometimes constitutes a significant obstacle to the deployment of fundraisers. For example, a given company may exempt the United States from its ICO.
Chris Trew, CEO of Stratis believes that the Azure market will provide critical availability to ICOs.
