It is my opinion that there should be a 10x RC cost for deleting a comment, from what it is now (see: resource_sizes.hpp). The number of times someone legitimately needs to delete a comment is pretty rare.
The amount of resources required to deal with a deleted comment is actually represented outside of hived. It impacts hivemind much more.
I would like to propose a baseline behavior for analyzing the worst resource credits offender to date:
The crystalliu group and all sub-accounts are pretty much the worst I can find, at the moment, and it's starting to ramp up, it seems.
