Usopp used to be a coward when he used to run away but now he faces it which makes him a brave character. Even adversaries that far surpass his capabilities. He is stronger, yeah obviously. He is still being used for same kind of fights? But his new abilities (e.g plant style stuff he uses) make him capable of fighting by himself. Him crying over obstacles? I mean now, not really. He does get scared, but he doesn't whine about it as much as before. He is far more faster to decide on stuff, if to fight or not not. And he does fight. As for my point of not finding people with usopp's level of strength, I think I sort of misinterpreted by statement. What I meant was, with his level of strength against the adversaries he has faced. Usopp has been especially characterized with cowardice, yes I agree. That's a part of his character. As for him growing out of it, he hasn't completely grown out if it. Because I think that'd be when he has accomplished his dream, which he hasn't yet. Which I think might be related to the next possible arc, Elbaf. That's not really a change in design. Nami implied that usopp looks more manly now. As for him getting overweight, I thought you were only speaking of change relative to his strength not the otherwise.
And the last line, yes I agree. My previous definition of bravery was flawed. Bravery is not the absence of fear. But it is a part of bravery. For example, Gojo fighting a casual curse won't be bravery not because he doesn't feel fear but he doesn't need to. And bravery is what usopp seeked, yes. It was explicitly implied several times that he wants to be a brave warrior of the sea. Usopp does whine and cry but when his fear is that great and he still manages to stand up to his adversaries is what makes his bravery so great.
