After just reading the title, my answer is yes.

We're basically already cyborgs, but instead of technology being part of us physically, we have it scattered all around us. Smartphones, computers etc. Of course we will choose to have them always with us, that's convenient and gives an advance over those who don't. And people are to do a lot of things to gain an edge over others.
