It's funny because I didn't really hear it as a horn until you called it that. Now I can't hear it as anything else. Considering I've worked on a boat my entire adult life I don't know why I didn't make this correlation before. I blame the movie Inception. Those horns popularized it. Mostly though I think a lot of it in dance music at the moment is due to this song which reached a level of popularity that it spawned a million copycats even though it's pretty trite tech-house garbage.
