Regulatory capture, a case study:
Step 1: PetSmart produces several atrocious horror stories when they kill or seriously maim pets brought in for grooming.
Step 2: In response, PetSmart backs a groomer licensing bill of the sort that a heartless, deep-pocketed megacorp can easily comply with, but which small independent groomers and home businesses can not.
Step 3: The people who weren't killing or maiming dogs get forced out of business, while the company that was killing and maiming dogs gets increased profits from the state shutting down its competitors.
