The past / expired tab has a few projects that got funding but never really delivered. The bulk of the community generally agrees thay some of the things funded by value plan do not add "value" to hive.

Its all in the definition. :)

I suggest everyone votes for the return proposal, as it raises the bar for every other proposal before it is funded by the DHF, making it more difficult to get funding for projects thay the community does not unanimously agree add value to the block chain.
