The downvotes on that account obviously have nothing to do with what is written in the content.

Maybe consider manually upvoting good-quality content

There is no reason to manually upvote content for accounts that have been vetted for quality.
If there are any that started abusing, let me know. I will remove them from the @steemcleaners trail.
