Generally, we allow users to post the same content on both platforms unless they published the post on Steemit before Hive hard fork in March 2020 (all posts published on Steemit before march 2020 make up part of Hive blockchain).

The question would rather be if the account farid21 that is posting on Hive is the same person or someone has stolen the identity of Steemit user.
It is better if your community inquires with the user to confirm in Steemit's post that he is also publishing on Hive.
