I am 99.99% sure that it is a fake account.
It would be very unlikely that such a known website would care to find a way to get on Hive to comment on some post with such things.
Also, the user who created this fake account obviously knows how things work around (the account is using the delegation from "giftgiver").
The style of writing gives a suspicion to walden aka jaguarforce.
