Exploring other tags is fine if the curator puts time on it. But out of convenience the #philippines and #hiveph tag saves us time. It's also fine if one drops their post at post promo channel too. The problem is just everyone is busy and spending time doing this community work is voluntary. I just don't see the point of spending hours curating content when can just spend their time building their own blog. The latter is more lucrative.
