Hit the + symbol on communities home page. There is a small fee in hive to create your new community. It will actually create a second account besides the one you have now, and give you all of your keys. Be sure to save all of those keys. Your account you use now to create the community will be set as an admin, and the new account is the owner. You can use the new password for the new account to log in and edit the new community that you create, and set any rules, descriptions, add admins and mods.
