Yes, this mural is "legal"; it was painted during the Mural Festival, a street art festival that takes place every year in Montreal in June. Furthermore, this wall was commissioned by the publisher of the game Dead by Daylight. To create this kind of artwork, as you say, requires time and quite a bit of money (spray cans aren't cheap 😀).
