Al igual que la ética, la política ha estado presente en la historia de la humanidad desde sus mismos orígenes dado que está asociada al mismo hecho de vivir en sociedad.

Like ethics, politics has been present in the history of mankind since its very origins, since it is associated with the very fact of living in society.


Para profundizar y matizar lo antes expuesto, se presenta en esta primera parte: la explicación la definición del concepto Política, acompañado de un breve recorrido por la historia de las ideas geopolíticas orientales, según sus períodos por regiones como la India y China.

In order to deepen and qualify the above, in this first part: the explanation and definition of the concept of Politics, accompanied by a brief tour through the history of Eastern geopolitical ideas, according to their periods in regions such as India and China.

La evolución de la política ha sido acorde con la de los distintos modelos de sociedad que los seres humanos han ido construyendo con miras a establecer unas pautas mínimas que regulen su vida como fruto de la interacción de sus semejantes.

The evolution of politics has been in line with the evolution of the different models of society that human beings have been building with a view to establishing minimum guidelines to regulate their lives as a result of the interaction of their fellow human beings.

“…es el conjunto de actividades que se asocian con la toma de decisiones en grupo, u otras formas de relaciones de poder entre individuos, como la distribución de recursos o el estatus…” “…es el arte, doctrina o práctica referente al gobierno de los Estados, promoviendo la participación ciudadana al poseer la capacidad de distribuir y ejecutar el poder según sea necesario para garantizar el bien común en la sociedad…” Definición de Política

“…is the set of activities that are associated with group decision-making, or other forms of power relations between individuals, such as the distribution of resources or status..." "...is the art, doctrine or practice concerning the government of states, promoting citizen participation by possessing the ability to distribute and execute power as necessary to ensure the common good in society…”

De manera muy general, y teniendo en cuenta los matices asociados a cada momento histórico, se puede definir a la política como “…el conjunto de principios que deben regir las relaciones entre los distintos miembros de una sociedad con aquellos que la dirigen…”. A la luz de esta definición se ha postulado el carácter plural que puede asumir la política, apuntando que en ella pueden anidar simultáneamente los conceptos de poder, ciencia y arte. Encarna el poder cuando se le toma asociada a los diferentes sistemas políticos que han imperado en las distintas sociedades. En cuanto a considerar la política como una ciencia, se postula que ello ocurre cuando ella está encaminada al estudio precisamente de los diferentes regímenes políticos y a las ideas filosóficas que lo sustentan. Finalmente, la posibilidad de concebir a la política como un arte surge en el momento de tomarla como la puesta en práctica de sus principios teóricos con el fin de alcanzar determinado objetivo. Respecto a este último punto, siempre surge el interrogante de si el manejo eficaz de dicho arte busca el beneficio de la mayoría de sus miembros (de determinada sociedad), o si por el contrario, beneficia tan sólo a una minoría que buscará, a partir del control de la sociedad, satisfacer unos intereses exclusivamente particulares.

In a very general way, and taking into account the nuances associated with each historical moment, politics can be defined as “…the set of principles that should govern the relations between the different members of a society and those who govern it…”. In the light of this definition, the plural character that politics can assume has been postulated, pointing out that it can simultaneously nestle the concepts of power, science and art. It embodies power when it is associated with the different political systems that have prevailed in different societies. As for considering politics as a science, it is postulated that this occurs when it is aimed precisely at the study of the different political regimes and the philosophical ideas that support them. Finally, the possibility of conceiving politics as an art arises when it is taken as the putting into practice of its theoretical principles in order to achieve a certain objective. Regarding this last point, the question always arises as to whether the effective management of this art seeks the benefit of the majority of its members (of a given society), or whether, on the contrary, it benefits only a minority that will seek, through the control of society, to satisfy exclusively private interests.

BRIEF REVIEW OF POLITICAL IDEAS

Geopolítica “Oriental” // “Eastern” Geopolitics

En las antiguas civilizaciones orientales (como la India y China) la política se encontraba unida a la teología. Los libros sagrados de estas culturas, al tiempo que versaban sobre la relación de los fieles con las distintas divinidades (dioses), también incluían teorías sociales y políticas.

In ancient Eastern civilizations (such as India and China) politics was linked to theology. The sacred books of these cultures, while dealing with the relationship of the faithful with the various divinities (gods), also included social and political theories.


En el caso de la India, el Libro de la Ley de Manú, texto en el cual se expone la doctrina del Brahmanismo, indica claramente la estructura de castas que debe regir a la sociedad y el sistema de teocracia que debe imperar. Según lo expuesto en el texto, es el propio Brahma (dios), es quien da origen a las distintas castas, dependiendo de que parte de su cuerpo sean fruto. Por su parte, el Brahman o sacerdote es quién tiene la potestad de pronunciar las leyes del “Manú”, y según ellas es “el señor de todos los seres”, y por lo tanto a quien todo le pertenece. Y será sólo gracias a su generosidad que el resto de miembros de la sociedad podrían disfrutar de los bienes terrenales. Y aunque en principio existía un rey, que sería la máxima autoridad, estaría condicionado a consultar a los Brahmanes sobre todos sus asuntos y compartir su riqueza con ellos, mientras que estos no tendrían dicha obligación: “sí el rey encuentra un tesoro, está escrito que debe dar la mitad a los Brahmanes; si el Brahmán encuentra el tesoro, lo guardará para sí mismo, sin compartirlo con el rey”.

In the case of India, the Book of the Law of Manu, text in which the doctrine of Brahmanism is exposed, clearly indicates the structure of castes that should govern society and the system of theocracy that should prevail. According to the text, it is Brama (god) himself who gives origin to the different castes, depending on what part of his body they are the fruit of. For his part, the Brahman or priest is the one who has the power to pronounce the laws of "Manu", and according to them is "the lord of all beings", and therefore to whom everything belongs. And it is only thanks to his generosity that the rest of the members of the society could enjoy the earthly goods. And although in principle there was a king, who would be the highest authority, he would be conditioned to consult the Brahmans about all his affairs and share his wealth with them, while the latter would have no such obligation: "if the king finds a treasure, it is written that he must give half of it to the Brahmans; if the Brahman finds the treasure, he will keep it for himself, without sharing it with the king."


Avanzado el período brahmánico, Siddarta Gautama (siglo V a.C.), más conocido como Buda, ofreció una alternativa frente al ideario político del Brahmanismo, al postular que entre los brahmanes y el hombre, perteneciente a cualquier casta, no existía diferencia alguna. Buda, al cuestionar el poder teocrático que postulaban los Brahmanes, fue la causa por la cual el Budismo se difundió rápidamente por Asía. Su alternativa política era fundar una sociedad de corte feudal y militar, en la que los sacerdotes, antes que ser dueños de los distintos señores, serían tan solo consejeros de éstos. Igualmente, los labradores y artesanos serían los grandes beneficiados del sistema al adquirir la agricultura y los procesos técnicos un carácter sagrado.

In the late Brahmanic period, Siddhartha Gautama (5th century B.C.), better known as Buddha, offered an alternative to the political ideology of Brahmanism, by postulating that there was no difference between Brahmans and man, belonging to any caste. Buddha, by questioning the theocratic power postulated by the Brahmins, was the reason why Buddhism spread rapidly throughout Asia. His political alternative was to found a feudal and military society, in which the priests, rather than being masters of the various lords, would only be their advisors. Likewise, the farmers and artisans would be the great beneficiaries of the system, as agriculture and technical processes would acquire a sacred character.

Confucio

En el caso de China, y teniendo nuevamente como sustento teórico los libros sagrados, sería Mencio, discípulo de Confucio (551-479 a.C.), el encargado de esbozar los principios de una teoría política cuyo objetivo era conciliar el derecho divino y la soberanía del pueblo. Según ella, el emperador no nombraría a su sucesor, sino que lo presentaría a la “aprobación del cielo y del pueblo”. Claro está, que para los monarcas absolutos esto último no era más que una ficción. A lo que si le temían era el derecho que, según Mencio, tenían los pueblos de derrocar a su gobernante cuando se sintieran insatisfechos con su gestión.

In the case of China, and again taking the sacred books as a theoretical basis, Mencius, a disciple of Confucius (551-479 B.C.), was responsible for outlining the principles of a political theory whose aim was to reconcile divine right and the sovereignty of the people. According to it, the emperor would not appoint his successor, but would submit him to the "approval of heaven and the people". Of course, for the absolute monarchs the latter was no more than a fiction. What they did fear was the right that, according to Mencius, the people had to overthrow their ruler when they were dissatisfied with his management.


Algunas de estas ideas políticas marcaron durante siglos las mentalidades de Oriente, y aun hoy mantienen su vigencia en algunos sectores de las respectivas sociedades. Para Occidente fueron algo lejano, y en una porción muy pequeña influyeron en su ideario político, que en gran medida encuentra su origen en la tradición greco-romana.

Some of these political ideas marked for centuries the mentalities of the East, and even today they maintain their validity in some sectors of the respective societies. For the West they were something distant, and in a very small portion they influenced its political ideology, which to a great extent finds its origin in the Greco-Roman tradition.


La geopolítica oriental se sitúa en una zona que no es uniforme, por tal razón la historia de cada nación es muy diferente; su patrón histórico se desarrolla en medio de una política basada en las creencias religiosas que encierra culturalmente a cada pueblo de la región, lo cual se manifiesta en la poca comunicación.

Eastern geopolitics is located in an area that is not uniform, for this reason the history of each nation is very different; its historical pattern is developed in the midst of a policy based on religious beliefs that culturally encloses each people of the region, which is manifested in the poor communication between the different nations.

In order to make it easier to read, in a second article, the "Greco-Roman" geopolitics will be presented.
