What you are saying is true, it is up to the stake-holders. However, elected witnesses obviously have some influence as they already gathered many votes. They are easily reachable, and are representatives of this decentralized blockchain. It makes total sense to cry to witnesses, and it will be my standard procedure for abuse-issues in the future.
