This is in the middle of nowhere

I don't really understand what the structure is, maybe a pumphouse, to one side a water treatment plant, on the other a pipeline leading into the ocean
At one time you could obviously climb the stairs to the lookout on the top - stare out to sea, wonder were all that poo was going once it left the pipe but not anymore, now it
Now it's all behind barbed wire fencing - doesn't seem to be stopping anyone though - at least not the craft artists who have decided this needs a little bit of colour
