Regarding the BBC's decline, there are a lot of factors at play here, some involving some conspiracy facts and theories.
Whether mainstream media is a propaganda or 'programming' machine almost becomes irrelevant when we consider the fact that we now have much more choice, because of the availability of things we actually want to watch.
When TV channels have consistently displayed their bias towards certain topics or individuals, eventually people see that bias, and if it doesn't align with their own personal views, they will look elsewhere.
Additionally, channels such as 3Speak and YouTube offer a more personal interaction where you can often communicate directly and instantaneously (live chats) with the person or team live 'on air'.
Having said that channels such as the BBC have modernised their content delivery mechanismsand I guess eventually that will lead to more views and viewers.

Ultimately I guess it depends on whether the BBC is considered 'Too Big To Fail'.
