Is there a way to make people see the need to spend on animal's health just as they spend on humans health?
I'll start with a famous quote here to answer your question -
"Where there is a will there is a way". Hence, definitely, there are many ways which we can leverage to make people notice the need for animal healthcare as well which is equally important.
1. Social awareness - it's our duty as human beings to save the life of animals. We have NGOs and various government hospital where treatment is given at a free cost. So we as a society need to create this awareness around the people - to if you find an animal in trouble or is bad health please take them to these places where they can be treated immediately. Most of the time people aren't aware of these organizations and just tend to be ignorant - as to how can I help. So the first point to start in helping with animals healthcare is to create social awareness about the places like NGOs and hospitals where animals are treated at free of cost.

2. Do your bit/part And people will follow - Charity starts at home. Before we start preaching others we should first be doing our part of the bit in all aspect to help and save animals. We should be questioning ourselves as to how we can help and then ask others for help. When we know that then I'm sure many people will follow you and contribute. Start with any small project - could be in your area where you are taking the lead in helping all the animals around - create that social awareness and be the first person to get out there to help. This, as a result, will give confidence in people that Yes we also need to do our part and you will notice that more people will join hands and no doubt a small group will turn into a larger group in a matter of some time.
3. Leverage the social media, media[press], and Advertisement campaigning power - We know how powerful the media and advertisement campaigns can be in influencing people around. Good advertisement showing how important animals and their health is will definitely make a difference in people perspective. We simply just cannot ignore the health of animals they are living being and need attention too. Hence approach media as well to create this awareness and I'm sure any media would be more willing to provide that extra support.
