We have this, every activity has a detailed budget plan with every single item priced out and accounted for. But remember that VP activities do not generate a profit nor are they allowed to generate a profit. They are not businesses. If anything is ever generated, such as with HF that sells tickets, the gains are used to cover the project payments or are refunded to VP. What I thought you were talking about is adapting an ISO-style standard for all of accounting across the board, which I think would be excellent as standardization would provide clarity and save a lot of administrative time.
