A lot of dirt is thrown at Russia. It is not only Hillary Clinton who pointed at possibility of elections being rigged by Russian Federation. Merkel, German chancellor or Jiří Drahoš, Czech presidential candidate and a frontrunner, said similar things. Both of them also aim their fingers against Russia. Only Theresa May was speaking of European Union attempting to scare people, so they want against Brexit.
I don't deny the possibility it can be influenced by foreign countries. But can it be really hacked?
Although, studying constitution of all countries, where election is described step by step is something I've never done, I am hardly convinced elections can be done in a way they can not be rigged this way in most countries.
If small regional election comission is made of different people and counts votes, then sends the votes to a centre, both the centre can count again the votes and the regional comission can validate if the number is true. This works with paperwork only till this point. After that, the correct number is submitted online and it can always be validated back by both regional election comission and central election comission. The number of total votes, which can be seen online, can never be changed by any kind of hack as long as both comissions can still validate how many votes they submitted. And a piece of paper can not be hacked.
Desinformational servers controlled by foreign agencies are still a question. But people trust these news only if the national news fail their service. When it comes to hacking, I am strongly against any sort of blaming Russia if there are no proofs. And if your election system is not well-designed, it is probably failure of the country itself and as long as they have no proofs, they still should not point at anybody.

Spousta špíny je vrhána na Rusko. Není to jen Hillary Clinton, kdo poukazuje na Ruskou Federaci a tvrdí, že ovlivňují volby v její zemi. Angela Merkel, či Jiří Drahoš pronesli podobná slova. Chybí však důkazy.
Nepopírám možnost, že volby mohly být ovlivněny cizími institucemi vč. dezinformačních médií. Ale mohou být skutečně hacknuté?
Ačkoliv jsem nestudoval ústavy všech států, které popisují průběh voleb krok za krokem, věřím, že možnost ovlivnění výsledku voleb touto cestou je minimální až žádná.
Pokud se regionální komise skládá z příznivců různých politických myšlenek a počítá hlasy, ty pak pošlou do ústřední komise, kde je přepočítají stejným způsobem, obě tyto komise se navzájem budou prověřovat. Počet hlasů z každého okrsku musí sedět a celkový počet hlasů poslaných do ústředního centra je jen součtem hlasů v různých okrscích. Tato čísla lze ověřit. Konkrétní výsledky v regionech se pak mohou poslat dále elektronickou cestou a stále bude počet hlasů zpětně dohledatelné a ověřitelný komisemi předchozích stupňů. Změna těchto čísel hackem by byla vždy zaznamenána, papír hacknout nelze.
Přítomnost dezinformačních servrů je stále otázkou. Lidé jim ale začínají věřit právě tehdy, když skutečná vláda selhává a nešíří pravdu. To je období, kdy má nastat změna. Co se týká pirátských programů, jsem silně proti obviňování Ruska z takové činnosti bez důkazů. Žádný stát by neměl čelit takovým planým obviněním.
Neznamená to však, že bych byl nutně proti Drahošovi ve druhém kole. Informatika je rezort, kterému příliš nerozumí a bude jistě využívat poradce.
